On July 20–25, 2026, a delegation from the Association of Local Self-Government Authorities “Lviv Agglomeration” paid an official working visit to Barcelona, Kingdom of Spain, at the invitation of the Barcelona Metropolitan Area (Àrea Metropolitana de Barcelona, AMB).
The central milestone of the visit was the signing of a Memorandum of Understanding (MoU) between the AMB and the Lviv Agglomeration Association, laying the foundation for a long-term partnership between the two metropolitan areas. The Ukrainian delegation included Volodymyr Kernytskyi, Co-Chair of the Association, heads of member communities, representatives of the Lviv City Council, and members of the Association’s executive office.
Signing the Memorandum
On July 21, the Memorandum was signed by Volodymyr Kernytskyi, Co-Chair of the Lviv Agglomeration Association, and Jordi Castellana i Gamisans, Vice President of the AMB for International Relations and the Digital Metropolis.
The document defines the key areas of mutual cooperation:
- Developing metropolitan and inter-municipal governance
- Spatial planning and sustainable territorial development
- Transport and mobility
- Water resource management, wastewater treatment, and climate change adaptation
- Waste management
- Public service delivery
- Supporting Ukraine’s recovery process
- Fostering professional exchanges between communities and executing joint international projects
The Memorandum establishes an institutional framework and provides for a Joint Monitoring Committee that will oversee implementation and convene at least once a year.
Knowledge Exchange with One of Europe’s Leading Metropolises
Over several days, the delegation studied the operational model of the AMB—one of Europe’s most effective metropolitan authorities, encompassing 36 municipalities with a combined population exceeding 3.3 million residents.
The visit’s agenda covered:
- A presentation on the governance framework of the Barcelona Metropolitan Area
- A presentation outlining the strategic development and ongoing initiatives of the Lviv Agglomeration
- Institutional dialogue between representatives of both metropolitan entities
- An in-depth review of public transit management, transit funding mechanisms, and integrated ticketing systems
- An overview of the integrated water cycle management policy
- A technical site visit to EDAR El Prat de Llobregat, one of Europe’s largest wastewater treatment plants, which treats up to 420 million liters of wastewater per day and reclaims it for environmental, agricultural, and urban reuse
Particular emphasis was placed on advancing metropolitan governance, digital transformation, climate resilience, the circular economy, and integrated transit and water infrastructure.
Новий етап міжнародного партнерства
Підписання Меморандуму стало важливим кроком для міжнародного розвитку Львівської агломерації та підтвердило її статус першої метрополійної асоціації України, яка активно інтегрується до європейської мережі співпраці.
Сторони домовилися розвивати практичне партнерство шляхом реалізації спільних міжнародних проєктів, організації професійних навчальних візитів, обміну досвідом між громадами, експертної підтримки та впровадження сучасних європейських підходів до розвитку метрополій.
Візит до Барселони став важливим етапом формування стратегічного партнерства між Львівською агломерацією та AMB і відкриває нові можливості для залучення міжнародного досвіду, інвестицій та спільної реалізації проєктів, спрямованих на сталий розвиток територій і підвищення якості життя мешканців.
